This ICOPER Suitability Report for Better Practice (ISURE) focuses on instructional modeling and specifications for instructional modeling. As the IMS Learning Design (LD) specification represented the most comprehensive and mature interoperability specification for instructional modeling at the time ICOPER had started, large portions of this report are dedicated to investigate the specification. Where appropriate, other instructional modeling specifications were taken into account or referenced, such as in the discussion of instructional modeling specifications regarding institutional quality assurance measures for teaching.
